Corporation Ltd. was set up on March 15, 1977
under section 21 of the Companies Act 1956.
At the time of formulation of
Sixth Five Year Plan, the State Government felt an urgent need
for quick, specialized professional services that are required
to support various plan formulations at state and at regional
level. It was increasingly felt that entire government functions
could be performed more effectively if they could get prompt
technical, specialized, data base and systems support services
at one reliable and accountable source, inside the state.
Hence, the concept of forming a
multidisciplinary consultancy organisation emerged in 1977. The
Uttar Pradesh Government, vide its G.O. No. 3/39
(41)/76-Planning –2 dated 10.02.77, incorporated " PLANNING AND
MANAGEMENT CONSULTANCY AND DATA SYSTEMS CORPORATION OF UTTAR
PRADESH, LIMITED, on March 15, 1977 under the
administrative control of Planning Department, GoUP. The need and enthusiasm for
establishing this public sector enterprises was so great that
the Government sanctioned Rs. 25 lakh, from the contingency
funds, as equity, so that this organisation could be established
immediately. Today, the organisation is known as UTTAR PRADESH
DEVELOPMENT SYSTEMS CORPORATION LIMITED (UPDESCO)
and now is under the Department of IT & Electronics, Government of
Uttar Pradesh.
The
Organization
Uttar Pradesh Development Systems
Corporation Ltd. Was set up on March 15, 1977, under section 21
of the Companies Act 1956. The Corporation is a fully owned
Government Company under the aegis of Department of Information
Technology and Electronics, Government of Uttar Pradesh. The authorised capital is Rs. 200 lacs and the paid up capital of
the Corporation is Rs. 100 lacs.
This corporation is a multidisciplinary consultancy
organisation providing systems back-up to Government
departments, Public Sector enterprises, International organisations and other nongovernmental agencies in diagnosing
and estimating the magnitude of problems, identifying
technological and other alternatives and suggesting methods of
improvement. Ever since its inception, it has made consultancy
services available in various fields to the government and to
International organisations like the International Labour
Organisation, UNICEF. The World Bank, Royal Government of
Netherlands, Japan International Co-operation Agency, EC. and
ODA etc. The Corporation is staffed with highly qualified
personnel in various fields.
With a spectrum of multi-disciplinary expertise, Updesco
operates through its three revenue generating divisions.

Over
the years, the corporation has completed more than 400
assignments, including provision of technical support to the U.P. Government in Computerisation of its multifarious
activities through a wide range of personal computers, operation
and maintenance of main frame UNIVAC Computer Systems. Besides
the core in house Consultant, the
Corporation has panel of part time experts in various specialised disciplines who are engaged on the
assignment/studies from time to time.
FINANCIAL POSITION
The main source of income for the
corporation is from the consultancy fee received on various
assignments as well as the grant in aid (in lieu of the services
provided) received from the Government.
The corporation has performed well
during the past few years and has a positive net worth. Though
established to
work on no profit
no loss basis, the corporation has through
stringent financial discipline made gains in its financial
performance. The results for past financial years are as
