 The powers and duties of its officers and employees

The corporation functions under the overall supervision and control of Board of Directors which decides upon the broad policy framework under which the corporation carries out its business activities and manages its affairs. The Managing Director is responsible for day to day working of the corporation and is responsible for running the corporation and take all decision that are within the  ambit of broad policy parameters decided upon by the Board of Directors. The chairman is the intermediate authority and the representative of the Board of Directors who has a vital role of chairing the Board Meetings.

3.

 The procedure followed in the decision making process, including channels of supervision and accountability

The corporation is a Consultancy Organisation with decision making authority vesting in Managing Director who is an I.A.S. or  senior PCS officer. The decision making may be a multistage/ single stage process depending on the nature of the business/activity involved. All crucial matters are referred to Managing Director whereas personnel and not so crucial matters may be decided at Chief Incharge/Divisional Incharge level. In case of project files proposal are prepared/vetted by the divisional incharges (who are at present of the rank of Manager/Asstt. Manager) are forwarded to M.D. for his directions and approval. The personel and General Administrative files are routed by the Divisional incharge through GM Admn (if posted by GoUP). to MD (if required).

 

-     The accounts files are routed through Account Officer to Incharge A/c to MD.

 The norms set by it for the discharge of its functions

The corporation being a consultancy organisation the jobs involved are highly professional and require high degree of commitment and competence. All efforts are made to adhere to decent work practices/norms.

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions

The corporation has service rules for the employees. In matters where the rules are silent or in case of any ambiguity the rules and regulation as applicable to the U. P. Government employees are being followed in the corporation. In general the corporation follows the guidelines of Bureau of Public Enterprises, U.P. Government rules and regulation or the directives/guidelines of the Board of Directors. The provision of the Gratuity Provident Fund and Bonus acts etc. are followed in the corporation.

 A statement of the categories of documents that are held by it or under its control

The corporation  is a commercial organisation dealing in consultancy related services and as such has following types of record/files :-

i -      Project files pertaining to a particular project/assignment.

ii -     Account Documents/ files.

 iii -   General administration including company affairs, establishment and personnel files etc.

The particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof

The corporation has no public interface. It is a public sector consultancy organisation and as such may assists Government as and when required in providing specialised services especially in the field of I.T. and I.T. related services.

(a) Board of Directors

 

 (a) Until otherwise determined by the company in general meeting, the number of Directors of the company shall not be less than tree or more than fifteen.

(b) Subject to the provisions of section-255 & 256 of the Companies Act, 1956, the Governor of Uttar Pradesh shall be entitled to appoint not more than one-third of the total number of Directors of the company and shall be at liberty at any time and from time to time to substitute all or any of the persons so appointed with any person or persons as the Governor may think fit.

The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made

The corporation has no agency working under it and no disbursement are being made by it. The corporation however receives grant in aid of Rs. 1.05 lacs till 2005-06 (lumsump 5.85 Cr for 2003-2007) in lieu of the services being provided by it. This has been increasd to Rs. 2.00 Cr. per Year in the State Budget for Updesco towards the reimbursement of the services provided by it.

No subsidy programmes are run through this corporation.

The corporation is an commercial organisation and does not give any concession/permits etc. in the conduct of its business. It has however appointed franchisees in various cities/ towns of UP to impart computer training to students on royalty basis.

The corporation accounts are being computerised. Salary of employee, P.F. account, Form 16 & other Income related information are digitized.

The corporation has a in house library which has technical books meant for its technical officers & Computer Training Lab also exist..
